Sir,
With reference to Advance Warrant 28A of the
14th June, 1928, "B.R.Forster" Advance of salary 4
months full pay leave from 24.6.28 to 23.10.28 at
£300 p.a. £100 at 2/0 (appr.) $969.70, I have
the honour to request that I may be given the S. of S.
authority for the grant of leave to the Private
Secretary of H.E. the Governor.
2. I am also informed, although I have no
documentary evidence to the effect, that Mr.Forster
is to be given a free passage, if such is the case I
should be obliged if you would also kindly furnish me
with the S. of S's. authority.

I have always understood that the Private
Secretary and the Aide-de-Camp were personal servants
of H.E. the Governor and as such the general rules
relating to leave and passage of the Hong Kong Civil
Service did not apply to them.
4.
I would submit that the grant of £800 to the
Governor on his appointment is granted for the specific
purpose of covering the cost of the passages of himself
and personal staff during his term of Governorship.
When a personal servant of the Governor
ceases duty in Hong Kong he should automatically cease
to draw any emolument from the public funds of the
